South Carolina Homeschool Awareness Week
Unique History of this Bill: South Carolina Homeschool Awareness Week was originally an assignment given to home schooled students Todd Boone and Steven Bailey of B&B Academy. After learning about SC Government and how a bill becomes a law, they submitted their Bill to House Speaker David Wilkins and he agreed to sponser it. On May 28, 2002 Governor Jim Hodges signed it into SC Law. (ratification #0351)
Thanks to these two home schooled teenagers, the home schooling community accross our state will benefit from the Bill's many parts.
The three main parts of this Bill are:
- The first full week of each and every October in South Carolina will be now designated: South Carolina Homeschool Awareness Week
- During that week all home school students and their home school teachers will be given the same addmission cost consideration that is given to the public school students at state run educational facilities (except public schools).
- Foster parents now have the option of home schooling a Foster Child, with the approval of Department of Social Services or other agency having custody of the child.

************** Tracking the Progress of the S.H.A.W. Bill ***************
November, 2000 Todd Boone and Steven Bailey are given an assignment to write a mock-bill for S.C. Government class. It must benefit homeschoolers and bring awareness to educational opportunities within South Carolina. The S.H.A.W. Bill was the result of their efforts, (South Carolina Homeschool Awareness Week ) and the decision was made to introduce the bill to Speaker of the House, David Wilkins.
12/20/00 The drafted bill is prefiled.
1/9/01 The bill is read and referred to the House Education and Public Works Committee
1/30/01 Today the bill was debated at the sub-committee of the Primary and Secondary Education. Todd and Steven were given the opportunity to speak on behalf of the SHAW Bill. The bill unanimously passed the Primary and Secondary Education subcommittee. The bill will now go on to the Full Committee. Thank you to those that came out to show your support, the boys really appreciated it. Please continue sending your support to this committee and tracking it's progress. Congratulations Todd and Steven, way to go!
2/14/01 The bill passed the Full Education Committee. It will now go on to the HOUSE.
2/28/01 Second reading of Bill in the House.
3/1/01 Third reading of Bill and sent to the SENATE! Way to go Todd and Steven.
3/6/01 Introduced in the Senate, read first time. Sent to committee.
4/8/01 Senate Education Subcommittee sends Bill favorably to the Full Education Committee.
5/30/01 SHAW BILL sent to the full Senate for vote, passes Full Education Committee!!!
6/01 Regular Session Ends. The SHAW BILL will need to be address in Jan. 02!
Please send all the emails of support you can to your Senator. Furthermore, it
might be a great idea to send an email to Senators: Jackson, Glover and Ford. They
were the Senators that desired to be present when the session ended. Maybe if they
understand the Good that can come from this bill, they will remove their names and the

4/30/02 H-3174 was read in Senate Session 4/30/02 for the second time and amended. It is now on
the calendar for its third and final reading. Please watch daily for updates on
www.scstatehouse.net. You can follow the progress and hear the sessions
live on that site as well by clicking on Senate Chamber Broadcast. With the
passing of this Bill during this session, all Homeschooling families will be able
to experience a South Carolina Homeschool Awareness Week - THIS YEAR!!!
5/8/02 The Bill was read for a third time in the SC Senate, amended and returned to
SC House for a vote. It has now received the three readings required in both the House
and the Senate. If it passes in the House with the amendments the Senate has made,
it will be ratified and prepared for Gov. Hodges signature. If the House decides to make
any changes, it will be returned to the Senate. It is currently on the House Calendar
as of 5/10/02 awaiting its turn and can be discussed as early as Tuesday May 14, 02.
5/14/02 The South Carolina House Concurred with the Senate amendment and enrolled.
